II. Functions
1. The Training Management Division (hereinafter referred to as the Division) is a functional one of the College that operates in accordance with the provisions of the Education Law, the Vocational Education Law, the College's Regulartions, and current regulations on training and development.
2. The Division is responsible for advising the Rector in organizing and managing the admissions process, as well as being in charge of all levels of education at the College. This includes: training regulations, training plans, curriculum, textbook, teaching and learning methods in accordance with state regulations on education and training. The Division also coordinates the implementation of professional title standards and job-specific training programs, as well as providing specialized knowledge and skills training for officials and employees. Additionally, it is responsible for printing, issuing, and managing the issuing of graduation certificates and diplomas, as well as registering new or supplementary vocational education activities.
III. Duties
1. Training management.
- Admissions
+ Coordinating with other Divisions and Falculties of the College to develop and implement the admission plan for assigned forms according to legal documents on admissions (projects, plans, regulations, announcements of admission results and enrollment notifications, etc.), receiving exam results or admission decisions, announcing and preserving admission results, etc.) in accordance with the admission regulations of the Ministry of Labor – War Invalids and Social Affairs, the Ministry of Education and Training, and the College’s regulations. Coordinating with relevant divisions inside and outside the College to conduct or organize entrance exams and annual enrollment notifications.
+ Receiving shortlisted candidates according to the regulations of the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Education and Training; Making anouncement on starting, merging, dividing classes.
- Training and curriculum development strategies
+ Coordinating with other faculties and divisions to recommend the Rector on developing training strategies, opening training programs and professions according to social needs.
+ Coordinating with other faculties and divisions of the College to develop and update training programs for all assigned training forms of the College. Monitoring and evaluating the implementation of training programs, detailed subject programs, and modules.
- Training and professional development
+ Developing training procedure, monitoring the implementation of teaching, learning, and other related plans for each semester; academic school year for all assigned subjects.
+ Hosting developing teaching and learning regulations and rules in training activities according to legal documents on the Vocational Education Law and the Education Law.
+ Coordinating with the Personnel Organization and Student Affairs Division to manage and monitor the learning and training of students.
+ Planning and implementing supervision of training processes to gain experiences in order to improve the quality and effectiveness of training; planning, organizing, and supervising training classes in local areas.
+ Preparing necessary data for Graduation Board in accordance with the current training regulations. Completing graduation files (Decision on recognizing graduation, personal transcripts, graduation certificates, graduation ceremonies, etc.) for students.
+ Coordinating with other faculties and divisions of the College to conduct inspections of teaching and learning activities of teachers and students according to the schedule.
+ Recommending decision making on students’ temporarily suspend their studies; academic records of students; welcoming students and setting classes when they return.
+ Coordinating with other faculties and divisions of the College to implement training programs according to professional title standards; training programs according to job position requirements, knowledge, and specialized skills for officials and employees inside and outside the province.
- Management of printing, issueing of diplomas, certificates, and graduation transcripts
+ Printing diplomas, certificates, graduation certificates, and graduation transcripts of learners;
+ Printing and issueing copies of diplomas, certificates, and certificates of academic achievement (from the original record);
+ Managing information on diplomas, certificates, and certifications; advising on certification and confirming the legality of learners' diplomas, certificates.
2. Training cooperation
- Coordinating with other faculties and divisions of the College to train between Kon Tum College and other insitutes.
- Coordinating with divisions, faculties of the College to monitor and manage collaborative training activities.
- Recommending on the evaluation of the training curriculum of colleges nationwide as assigned or invited.
3. Data management and storage
- Composing and managing the database system for the assigned training activities.
- Coordinating with faculties/units, Personnel Organization and Student Affairs Division, Testing and Quality Management Division, and other functional divisions to synthesize teaching hours and convert them into standard hours for each teacher in each semester and academic school year. Coordinating with the Financial – Accounting Division to prepare payment plans and collaborating with faculties and units to propose payment for teaching hours for teachers who teach classes inside and outside the College.
- Coordinating with relevant faculties and divisions to update information, post relevant information related to admission and training on the College's website (admission announcements, documents related to admission, training, academic school year schedules, semester schedules for each class, and other appropriate information).
- Managing and storing records and documents related to the functions and duties of the Division.
- Managing and supporting students in registering courses and other tasks related to their learning.
- Monitoring students' academic results (posting grades on the College's website, entering and printing grade reports, etc.).
- Reporting periodically and unexpectedly on training activities as required by superiors for the College’s management.
- Contacting practical training locations, internship including expenses, payment forms, contacting locations, monitoring plans, evaluation tables, plans for completing practical assignments.
- Proposing and implementing researches related to training management and training quality improvement.
- Performing other related tasks assigned by the Rector.
