II. Functions
1. The Science – Technology and Development Cooperation Management Division (hereinafter referred to as the Division) is a functional one in the College, operating in accordance with the provisions of the Education Law, Vocational Education Law, and the College's Regulations.
2. The Division is responsible for recommending the Rector on the management and development of scientific and technological activities; managing production activities to create products and services in the College; establishing and maintaining cooperative relationships with domestic and international partners to enhance the College’s development.
III. Duties
1. Scientific and technological management
Developing, organizing and implementing scientific and technological strategies; organizing, monitoring, evaluating scientific and technological activities of the College and integrate scientific and technological activities with training activities; managing, monitoring, evaluating the implementation of scientific research and technology transfering activities, projects managed by the College’ specifically such as:
- Being the focal point for developing and organizing the short-term, medium-term, and long-term programs, plans, drawing scientific and technological strategies of the College.
- Recommending on the development and issuance of scientific and technological management documents, initiatives, regulations on scientific and technological performances, initiatives of the College according to current regulations; implementing, monitoring and evaluating the implementation of regulations, provisions, scientific research regimes, initiatives throughout the College.
- Conducting procedures to assess, approve, evaluate research proposals; reports, research topics, projects, scientific and technological initiatives according to regulations on organizing and managing scientific research activities, current initiative management.
- Being as the focal point for updating and managing the database on science and technology, initiatives of the College; managing reports, research topics, projects, scientific and technological initiatives, master's theses, doctoral dissertations, and other scientific activities of the College’s staff.
- Hosting or coordinating with institues to hold annual scientific and technological conferences, youth science and technology, regular and unplanned scientific activities, to keep up with the new science and technology; editing and publishing scientific research documents, proceedings, newsletters, scientific journals, etc., of the College.
- Disseminating information , managing the College’s scientific and technological publication results to scientists and policy makers; using scientific research database and applying research results to teaching, learning, research, production inside and outside the College.
- Monitoring, supervising, supporting topics, scientific and technological projects of the College; registering intellectual property rights as required; proposing rewards for achievements, handling disciplinary cases for violations in carrying out scientific and technological tasks.
- Being as the focal point for training to enhance the College staff and students’ researching; joining, assisting the College Council of Science and Technology.
- Coordinating with the Personnel Organization and Student Affairs Division to develop and enhance staff’s researching competence; coordinating with the Financial - Accounting Division to develop the annual budget plan for scientific and technological activities of the College.
2. Collaboration and Development
Recommending the College on successful implemention of the comprehensive plan for external relations and collaborative development with domestic and international partners to enhance strategic initiatives to enhance the quality of education, scientific research, technology transfer:
- Being as the focal point for planning and implementating short-term, medium-term, and long-term programs and plans, the College 's collaborative development strategy to establish and maintain effective cooperative relationships in training, scientific research, technology transfer, and other activities in accodance with the College 's strategy.
- Recomending on the development and issuance of international cooperation management documents, managing foreigners working and studying at the College according to current regulations; implementing, monitoring, and evaluating the implementation of international cooperation regulations throughout the College.
- Hosting the implementation of collaborative development activities including: Leading in seeking and expanding cooperative relationships with organizations and individuals to attract resources; coordinating with specialized faculties and divisions of the College to negotiate, sign working documents, cooperate with partners; coordinating with the Financial - Accounting Divisions, General Administration – Management Division to carry out procedures to receive international aid for the College 's international projects; managing, storing data and report on external relations activities, international cooperation, projects, and partners; directly managing the implementation of international cooperation projects assigned by the Rector.
- Managing, coordinating and supporting College’s divisions and faculties in collaborative development activities such as: Seeking national and international cooperation opportunities, potential partners, bidding projects, organizations; activities to search for sponsors, assessing, sending students abroad for visits, exchanges, study as well as receiving exchange students; cooperating in training, fostering and developing staff, scientific research, technology transfer for College’s development.
- Carrying out procedures to support welcoming delegations for cooperation with the College and support the College 's delegations working abroad; coordinating and implementing student exchange programs, welcoming delegations of officials to exchange experiences with the College; coordinating with College faculties and divisions in receiving and managing foreign students, international experts under the direction of the Rector.
- Developing an annual plan to support students in the CLV Development Triangle area; managing and implementing the contents of the CLV Project as prescribed; managing foreign students learning Vietnamese at the College.
3. Managing production activities to create products, services in the College and performing other tasks related to functions, tasks assigned by the Rector.
