II. Functions
1. The General Administration and Management Division (hereinafter referred to as the Division) is a functional one of the College that operates in accordance with the regulations of the Education Law, Vocational Education Law, and the College's Charter.
2. The Division is responsible for recommending the Rector on planning, synthesizing, administrating, public communicating, Culture- Sports - Art, monitoring Group of Receiving and Returning Results of Orders
III. Dutiess
1. Planning and synthesizing
- Performing planning, statistics, synthesis, communication; coordinating with faculties and divisions to make weekly, monthly, quarterly, and annual schedules for the College; monitoring and synthesizing the implementation; analyzing data of the College’s activities to report to the Rector for management.
- Preparing regular and unplanned reports as required by the Rector and superiors; publishing annual statistical data of the College. Working as secretary for conferences and meetings of the College as required by the Rector.
2. Legal, administrative and archival implementation
- Implementating the administrative, correspondence, and archival work, guiding and inspecting faculties and divisions of the College in obeying legal regulations on information security, and documents related to state management functions.
- Checking the form, sequence, and procedures for issuing draft legal documents and administrative documents drafted by the College.
- Guiding, checking, and supervising the performing of documents’s delivery from the College to faculties and divisions via the iOffice software and to the other departemnts via mailboxes.
- Receiving and updating incoming documents on the websites of relevant ministries and agencies, timely processing, forwarding documents to the Rectorate Board, individuals and faculties, divisions in the College according to assigned functions and tasks, and monitoring the processing progress to ensure timely implementation and response.
- Collecting and editing management information, updating and posting activities of the College onto the website according to the Rector's instructions.
- Supervising the processing and delivering of documents to and from the College to divisions, faculties; guiding document formality to divisions, faculties in the College according to current regulations; inspecting, monitoring, identifying and correcting errors in document formality and violations of administrative procedures; monitoring and supervising administrative reform work in all divisions, faculties in the College.
- Signing documents as authorized by the Rectorsuch as: copies, vehicle orders, introduction letters, travelling document forms.
- Storaging documents, files of the College’ s regulations. Guiding divisions, faculties to prepare archival files according to current regulations.
- Supervising divisions, faculties of the College in implementing regulations on working rules, working hours, and 5S regulations according to the Rector's instructions.
3. Administration and Life Management
- Managing infrastructure, land, water supply and drainage systems, fire prevention and fighting systems, communication systems, electrical systems of the College.
- Coordinating with the Finance and Accounting Division to develop and implement plans of investing, repairing, supplying, and upgrading facilities for managing, teaching, learning the College’s equipment.
- Managing, storing, distributing, preserving, maintaining, repairing, replacing; regularly evaluating, and proposing solutions related to basic construction, facilities, assets, equipment for working, teaching and researching.
- Efficiently managing and utilizing the College’s equipment, vehicles, and facilities (cars, machinery, equipment, etc.) ; distributing assets and equipment throughout the College in accordance with the needs of each faculty, division and individual in the College following regulations.
- Planning and managing construction projects in the College. Managing automobiles according to regulations, ensuring timely, safe, and cost-effective service.
- Carrying out tasks related to lecture halls, classrooms, meeting rooms, auditoriums, conferences, events.
- Collaborating with the Finance and Accounting Division to maintain records, manage assets throughout the College, regular checks and asset liquidation accordance with state regulations.
- Organizing and training of security team, strengthening security, fire prevention, and ensuring security and safety in the College.
- Hosting and coordinating with relevant faculties and divisions to prepare contents for reception activities organized by Rectorate Board or as directed by Superiors.
- Ensuring electricity and water services, implementing conservation and hygiene policies throughout the headquarters for all activities of the College, monitoring the implementation of these tasks at other campuses of the College.
- Organizing clean -up  activities, planting and caring trees to have a green, clean, and beautiful environment.
- Establishing criteria for ensuring security, and safety in the College, in accordance with the prescribed standards.
- Ensuring security in the College. Planning to maintain security during holidays and festivals as regulated, disaster prevention, fire prevention and firefighting.
- Providing and managing accomodation for staff and students in the dormitory, preparing records for residents, temporary residence registration, and temporary absence registration in accordance with regulations.
- Providing healthcare for the College’s staff and students (including sanitation work, food safety in the cafeteria, regular health check-ups for students, first aid, hospital transfers, and responsible for health insurance).
- Managing and monitoring the Group of Receiving and Returning Results of Orders.
- Implementing communication activities related to vocational education and training.
- Carrying out activities of culture – sports and art for teachers and students.
- Performing other related tasks assigned by the Rector.
