II. Functions
1. The Financial and Accounting Division (hereinafter referred to as the Division) is a functional one of the College that operates in accordance with the provisions of the Education Law, Vocational Education Law, Budget Law, and the College's Regulation.
2. The Division is responsible for recommending the Rector on financial and accounting, basic construction, fixed assets, facilities in accordance with the Budget Law and the regulations of the State and the College.
III. Duties
1. Planning
- Synthesizing and developing long-term, medium-term, and annual financial plans to be submitted to the authorities for approval; assigning plan targets, budget estimates for the College's activities.
- Monitoring, supervising, and comprehensively evaluating the implementation of the annual financial plan, timely identifying issues, reporting to the Rector, and proposing solutions to overcome them in order to ensure the best implementation of the plan targets and budget estimates.
- Developing and implementing projects, programs, and plans, in accordance with the current regulations on construction investment management, monitoring and managing the basic construction investment plan, national target program capital, including all sources of funds (state budget funds and other legal budget sources).
- Synthesizing, analyzing financial statistics for annual, 5-year, and 10-year periods, providing statistical data, recommending the Rector to inspect and evaluate the results of plan implementation.
- Implementing the settlement policies for students and staff.
- Announcing and reporting: Collecting and processing information, completing regular monthly, quarterly, 6-month, annual, and unplanned reports as required by higher-level management agencies.
2. Financial and accounting
- Developing internal expenditure regulations, implementing financial self-management proposals; implementing revenue and expenditure in accordance with internal expenditure regulations, proactively proposing amendments to the regulations to ensure compliance with current provisions.
- Managing the College’s financial resources including regular and irregular state budget, tuition fee revenue, joint ventures, partnerships, training service fees, and other service fees; funding and aid sources, etc.
- Managing basic construction investment funds, national target program funds, including state budget funds and other legal sources of funds, and reporting on the completion of projects within the prescribed time.
- Implementing accounting operations in accordance with the provisions of the Accounting Law, Budget Law, Investment Law, and relevant guidelines. Timely dating the issuance of state documents on financial and accounting to apply in the College.
- Synthesizing, analyzing, and evaluating financial activities, proposing plans and measures to gradually innovate financial management mechanisms, upgrading, applying accounting software, asset management software at the College.
- Monitoring and inspecting all funding sources and financial activities of other faculties, divisions with financial activities within the College.
- Synthesizing financial settlement reports, annual financial reports for higher-level financial agencies and relevant departments on schedule, ensuring quality.
- Implementing the public disclosure of budget estimates, budget settlement, and asset disclosure in accordance with current regulations.
- Storing records, and accounting documents in accordance with the provisions of the Accounting Law. Being responsible for preparing all data, documents, and working directly with inspection, auditing, and other higher functional agencies.
