II. Functions
1. The Faculty of Medicine – Pharmacy (hereinafter referred to as the Faculty) is a specialized faculty under the College, operating in accordance with the provisions of the Vocational Education Law, Medical Examination and Treatment Law, and the College's regulations.
2. The Faculty of Medicine – Pharmacy has the function of training and majored in Medicine and Pharmacy at the intermediate and college levels; conducting scientific researches and implementing the application of science and technology to create products and services for the college and socio-economic development. It carries out primary health care activities, providing services such as disease prevention, medical examination and treatment, outpatient treatment of common diseases, and some specialities (when meeting the conditions as prescribed by law).
III. Duties
1. Training
- Developing teaching and learning programs, planning and organizing training processes majored in medicine and pharmacy to meet quality standards as regulated.
- Implementing training at:
+ College level: Nursing, Pharmacy, Midwifery, and Technical Medical fields: Medical Laboratory, Physical Therapy - Rehabilitation...
+ Intermediate level: Nursing, Physician, Midwifery, Pharmacy...
+ Elementary level: Village health workers, village midwives...;
+ Short-term training courses...
+ Organizing clinical internships for students of Medicine and Pharmacy Faculty in hospitals and companies inside and outside province.
+ Organizing community internships for students at district-level hospitals and commune health stations in the province.
- Conducting scientific and technology researches in medical, pharmaceutical, health science, medical technology fields...; counseling strategies, policies, and development solutions for health science management, closely combining training with scientific research (SR), science and technology services in the medical field.
- Integrating training with practice, medical examination and treatment, community health care and protection.
- International cooperation in training and scientific research; scientific exchange and technology transfer; developing relationships with the community and other socio-economic organizations locally and nationwide.
- Building infrastructure and technical facilities for training, scientific research, and medical examination and treatment activities; managing and using the facilities and technical equipment of the Faculty safely and effectively.
- Compiling curriculum, textbooks and teaching materials. Researching and updating teaching and learning methods.
- Building good relationship with hospitals, medical centers for optimal cooperation in teaching and vocational training for students. Managing the quality, teaching content, training methods and scientific researches. Implementing scientific and technological products and services according to assigned functions and tasks.
2. Medical examination and treatment
Performing functions and tasks related to the organization of general clinics according to the regulations of the Law on Medical Examination and Treatment; Decree No. 109/2016/ND-CP dated July 1, 2016 of the Government on regulations on professional practice certificates for practitioners and licenses for operation of medical examination and treatment facilities; Decree No. 155/2018/ND-CP dated November 12, 2018 of the Government amending and supplementing some regulations related to investment conditions in business activities under the state management of the Ministry of Health; Circular No. 43/2013/TT-BYT dated December 11, 2013 of the Minister of Health promulgating detailed regulations on professional and technical specialization levels for the system of medical examination and treatment facilities; Circular No. 21/2017/TT-BYT dated May 10, 2017 of the Minister of Health amending and supplementing the Technical List in medical examination and treatment issued together with Circular No. 43/2013/TT-BYT dated December 11, 2013 of the Minister of Health promulgating detailed regulations on professional and technical specialization levels for the system of medical examination and treatment facilities, specifically as follows:
- Carrying out medical examination, first aid, emergency treatment, and medical treatment for the people according to the regulations of the Law and the Ministry of Health.
- Temporarily keeping patients who need to be examined, and transfering seriously ill patients to higher-level facilities.
- Participating in the referral system: Being the first facility in the medical examination and treatment referral system , being responsible for referring and transferring patients to other medical examination and treatment facilities when there are specialized requirements; admitting patients transferred from other medical examination and treatment facilities for continued care and treatment.
- Conducting outpatient examination, prescription dispensing, and treatment for common diseases, specialized fields such as Oral and MaxilloFacial Dept, Otorhinolaryngology, and Ophthalmology.
- Providing healthcare, screening for early detection of diseases and disabilities, and medical examination, treatment at the clinic and at the patient's home.
- Examining and caring pregnant women, assisting in normal delivery, caring for newborns, and providing family planning services according to the treatment level.
- Providing healthcare services, health examination upon request, and healthcare for the people according to regulations.
- Directly participating in community health work: Disseminating health education, providing reproductive health counseling, vaccination, nutrition, and essential medicine supply.
3. Management
- Managing staff and carrying out political and ideological education for officials and management staff and students of the Faculty. Directly managing officials and employees working at the Clinic.
- Implementing democracy, publicity; anouncing and reporting the performance faculty’s duties as prescribed.
- Surveying, evaluating labor needs, connecting faculty, units, lecturers with employers and employees to help the training program be closer to reality and best meet employers’ needs.
- Chairing, coordinating with the General Administration and Management Division in ensuring the facilities and equipment for the Clinic’s operation . Recommending plans of supplement, maintainance in teaching, practice, internship, and scientific experimental equipment.
- Recomending training and fostering plans to enhance the staff’s expertise and skills of the Faculty.
- Performing other tasks assigned by the Rector.
